When HOTC formally arrived in Huacaria in 2003 the only waste management and disposal in the community was a double closed pit latrine structure built for school children. This structure had problems associated with poor ground filtration, cleaning and structural deterioration due to lack of maintenance. The waste from these latrines were piped to an open septic hole in an area where children played.

Households in the community used open-pit latrines of rustic construction materials, discreetly situated some fifty yards or more from their houses. Around 1998, a Peruvian NGO had donated materials to build improved, closed pit latrines, with cement bases for families. But they never completed the project and only three of the dozen latrine kits were installed. The necessary follow-up education and technical assistance were non-existent. The three new closed pit latrines structures ended up unhygienic and one inadvertently filtered waste into a steam where the community bathed.

In 2006 HOTC introduced a model of proper sanitation to the village. We completed a new bathroom structure for the schoolhouse and central community with (4) low flow, flush latrines (separate sides for boys and girls) and a septic system that decomposes waste naturally without contamination to the eco-system.
